How to bid on a Public Works tender

Public Works buys as an organ of state, so the national rules apply: you must be registered on the Central Supplier Database, be tax compliant with SARS, and hold the right CIDB grading for construction work. Those are checked before your price is ever considered.

Every Public Works tender pack contains the same standard bidding documents, and an unsigned or blank one is thrown out before the price is read:

How Public Works buys

State-owned companies and national entities procure under the PFMA and National Treasury regulations, so the process is standardised nationally — CSD registration and tax compliance are checked the same way across every PFMA buyer.

National, KwaZulu-Natal and Eastern Cape public works are different departments

"Public works" is not one buyer in South Africa. This page lists the national Department of Public Works and Infrastructure only — the department that owns and maintains the state's own property portfolio and accommodates other national departments in it. Every province runs its own public works department, with its own budget, its own bid committees and its own tender numbers, and a bid submitted to the wrong one is simply not a bid.
