The reasons bids get binned

What makes a bid non-responsive

A bid is judged responsive or non-responsive before anyone reads the price. These are the returnables that decide it, and every one of them is covered in the toolkit.

An unsigned declaration of interest

SBD 4 is the bidder's disclosure — who owns the business, and whether anyone connected to it works for the state. Left blank or unsigned, it is the single most common reason a first-time bid is thrown out.

Preference points claimed without proof

SBD 6.1 is where you claim the tender's specific goals. A claim with no B-BBEE certificate or sworn affidavit behind it is generally scored at zero rather than queried — the points are simply lost.

No valid tax clearance certificate

The old tax clearance certificate is now a SARS Tax Compliance Status PIN. You must be compliant on the closing date, not on the day you started the bid.

SBD 8 and SBD 9, where the pack still carries them

SBD 8 is the past supply-chain-practices declaration and SBD 9 the certificate of independent bid determination. Both were folded into the consolidated SBD 4 on 31 March 2022, but older packs still list them separately — complete whichever version is in front of you.
