If you want to bid on government construction and built-environment tenders, your business must be registered and graded with the Construction Industry Development Board (CIDB) at cidb.org.za. Your grade (1–9) and class of work tell government the size and type of project you're allowed to tender for — a tender marked "6CE", for example, needs a Grade 6 Civil Engineering contractor.

What CIDB grading means

The CIDB grades contractors from 1 to 9 by the value of work they can take on — Grade 1 is for the smallest projects (up to roughly R650,000) and Grade 9 is unlimited. Each grade is tied to a class of work, shown as a code, for example: CE (Civil Engineering), GB (General Building), EB (Electrical – Buildings), ME (Mechanical), SB/SC (specialist). A designation like 7GB means Grade 7, General Building.

Construction grading — how the levels work

"Construction grading" in South Africa means this CIDB scale. Grade 1 is the entry level: registration is straightforward, needs no completed-project history, and is where most new contractors start. From Grade 2 upward, the grade you qualify for is assessed on two things — your financial capability and the largest project you have completed in that class of work — so grading rises with your track record, not with time served. You apply for the grade your evidence supports and upgrade as you complete bigger contracts.

Two practical points bidders miss: your grade is per class of work, so a 5CE civil contractor is not graded for general building at all; and a joint venture can tender at a higher combined grading than either partner holds alone — a common route for a lower-graded contractor into bigger work.

Which CIDB grade do I need?

Match the grade on the tender. Government advertises each construction tender with a required CIDB grade and class (e.g. "3CE or higher"). You may only bid if your registration is that grade and class or higher. Your grade is based on your financial capability (available capital/turnover) and your largest completed project in that class.

How to register with the CIDB

Register on the CIDB website and create a contractor account.
Apply for registration in your chosen class(es) of work, starting at the grade your finances and track record support.
Submit supporting documents (CIPC registration, tax clearance/CSD, financial statements, proof of completed works for higher grades).
Pay the registration fee for the grade.
Once approved, you receive your CIDB grading, which you renew periodically and upgrade as you complete bigger projects.
