Bidders to meet 70% out of total points on functionality with Company experience = 50 points; expertise = 40 points; Methodology = 5 points Office location = 5 points SPECIFIC GOALS:EME or QSE which is at least 51% owned by black people who are women = 10 points; who are youth = 5 points; black people = 5 points
